Governor Fred Riley was pacing back and forth in his office. What happens here today will determine how this state will function from now on or if we will still have a sovereign state.

Seated outside the Governor's office at her desk, the Governor's secretary, Hillary Babcock was making another pot of coffee. This is the second pot today. She wanted to be inside his office calming him down but he gave strict orders he didn't want to be disturbed until the Legislature had voted.

It's hard enough during good times to get enough of the three hundred and ninety nine members of the House and the twenty-four members of the Senate into Concord. She thought to herself that she has been working her tail off for the past few days, trying to get enough bodies here to discuss this crisis. This is one time she hoped to fail in her mission. For a quorum, she needed a simple majority of the House and if fewer than sixteen members of the Senate showed, then at least ten votes would be necessary. On this day, three hundred and five members of the House and seventeen members of the Senate came to Concord to cast their votes. Hillary was as much afraid of the outcome as the Governor.
